Fisrt off the 84 2.8 was a dog. You need to research the laws in your area. In my area the 84 would be exempt from emission due to its age. It would only have a visual inspection. The mechanic's know so little about that era car as long as it has a cat it would pass.
On the plus side of your 3.8 idea the 3rd gens are lighter then the 4th gens so a moded 3.8 would do well. Infact it would out run or keep up with all but V-8's til the 88-UP 350's
On the down side since GM never put a buick based block in a 3rd gen F body the motor mounts will be tuff to come by. You may have to make them. Also since that engine bolt pattern is different you will have to use the tranny from the 4th gen.
There was a 3rd gen firebird with a turbo 3.8 I think?
Either way I think the fuel injected 3800II motor transplant might be a tuff one as a first project. Maybe a crate 350, and yes you will need the trans, the V6 one will not bolt up. Atlease with that transplant everything is over the counter.
