OK, try it both ways and let me know if there is any difference.

Assuming you have an automatic transmission, that would be the TV cable to the trans. It controls the shift points and fluid pressure, and proper adjustment is crucial. If you've messed with it, it would be a good idea to double check to see that it's still adjusted correctly. You can find how by searching on this site, or Google it.

Ok I went out and played with it for a little bit and now it shifts much smoother. Doesnt jerk, but could be much better I bet. Ill have to take a picture so you can see it. I'll probably need to get a new TV cable.

Be careful with that TV cable. I didn't see your linkage, but if you have the old Q jet linkage with the edlebrock carb, that may be difficult to get the TV, Throttle, and return spring all correct. If that TV cable is too slack, you will burn up that trans. The 700R4 is pretty sensitive to correct TV cable adjustment. Also on that carb, just what camaro 69 said is a good way to adjust it. Also, that idle sounds a little on the low side which could be making some of your problems just that much worse.

1. get a new PCV valve and hook it up correctly, check your oil and make sure you don't have too much. I was working one summer for my dad as his shop guy (heavy equipment) and I put double the oil in a machine (got too many things going at once and forgot i'd filled it) It made it smoke and run like crap. I ended up learning how to rebuild an engine after I'd blown a seal. Don't learn like that!

2. Make sure all the caps are on and not dry rotted and make sure your carb is bolted down to the correct torque. That is a pretty reliable carb and is never too finicky.

3. It still sounds like you are on the way to a rebuild, so just do a few things to keep her reliable unitl you have the time and money to do it right.

That plastic piece was broken before I ever saw it so I dont know what it looks like finished. If it hooks or snaps on. I have to ziptie it on.

Would a 4qt oil pan be ok to get or do I need a 5+? I want to replace all the gaskets ect. So figure it wouldn't be bad to replace the pan if it was cheap enough.
