Carb or distributor timing
Just rebuilt the top half of the engine on my 84 camaro it has a 305 i put a cam in im 100% sure i did i cam timing correctly i tightened down my rockers until they didnt move i wasnt sure on how tight they had to be not much solid information on those to what i could find but my carburetor is spitting fuel when i go to start my engine could that be a issue with my valves or possible distributor timing? im lost im putting a video to this i know someone might have a answer to my problem

What do you mean you tightened the rockers until the didn't move?
There is a specific sequence you have to do to do a preliminary adjustment and then usually a final adjustment with the engine idling (assuming a hydraulic lifter cam).

Based on the sound cranking there is compression issue which would indicate valves not opening at all or not closing (valve lash issue). Cam timing is as critical as valve adjustment. You did line up the timing marks on the timing gears?
For the below video jump to the 11 minute mark you can watch how the Cam is timed. There are a lot more videos on Cam timing but most of them involve changing the timing from stock. That is an advanced thing used on race or high RPM engines. You have to have the right parts to do that. You just need the stock Cam settings as shown.
