91 Camaro runs great but it wont go pass 75

ALSO, when the rev limitter is hit it only kills power by killing spark to cylinders or fuel but engine would just bounce off it and not lose a lot of RPM. Listen to race cars when they are staged and waiting for green light, you will hear them bounce off rev limitter

For everyone else who thinks the Stock TBI is too small for the 350,STOP THINKING. Like I said before on this forum I took the locked-up 305 out of my 92RS and dropped in a 350 for a 92 Z28 that I bought from Kragen auto. The car RUNS FINE, chirps the tire shifting into 2nd even in drive position. Did this swap 5yrs ago, have gone 120 in it so I THINK the TBI is doing just fine cause I don't think it knows that it is not on top of a 305. It just know that when the throttle is opened more air is going in and so the injectors spray more gas.

OK, this is a prime case where a little more shared info from you from the beginning would have been very helpful.
I watched both your videos. In the first one you said the speedometer is broke. In the tail of your trans there is (should be) a VSS (vehicle speed sensor). That's what is used in lieu of the older style gear drive for a cable driven speedo (yours is electric), in addition it sends a speed signal to your computer. If the VSS isn't hooked up, or if it's bad, not only will your speedo not work, but it will "F" up other things as well. If the computer doesn't know how fast the car is going (via the VSS), then it won't know how to manage things such as your air/fuel supply, etc. Get the speedo fixed, and I wouldn't be surprised if your cutting out problem goes away too.
In the second video, I can tell by the tune of the engine that it isn't anywhere near the rpm's the tach is showing. Mine was the exact same way, way high both at idle and while cruising. These 90-92 models are well known to develop misreading tachs, and that's what you have. Don't bother thinking you have a super low rear gear ratio, you don't.
