You know, there is a possibility that a previous owner put some low gears in the rearend, and the engine is at it's rev limit at that speed. You should first check to see what your rear ratio is so you know what you're playing with. Jack up and block the rear of the car. Make reference marks on both the tire and driveshaft. Put the trans in neutral and turn the driveshaft, counting how many times the shaft turns compared to the tires one revolution. For instance, if the driveshaft turns about four times to the tire's one rotation, you would have 4:11 gears.

Fuel delivery would be my first guess too. Fuel filter, then check fuel pressure.

Your going to have to tell us more about the car. A 91 RS did not come with a 350 so the motor would have had to be changes. Is it Carb now? Still fuel injection? If it’s a stock 350 it will be a TPI system. Now, the whole 5500 RPMs @ 75 MPH makes no sense in a factory car. At 75MPH you should be 1800-2100 RPMs. With a stock setup even in 3rd gear you would only be around 4000 RPMs at 75 MPH. (it should be a 4 speed automatic) If your car is stock (which it can not be cause of the 350 thing) you got major problems. If your car is heavily modified we would need to know what mods where done to help you. I do not know what your history with cars is but running around a 5500 RPM in a SBC your not sure about is a real good way to ruin your day. If there is any chance that is the original 305 that would have came with the car its not going to last very long.

Can you take a picture? In 91 the only 350 that was available was the Tune port system that came in the Z28. Even with the Z28 the 350 was the 3rd level of upgrade. It is very possible that one of the previous owners removed the 305, installed a 350 and put the Fuel system from the 305 back on. That would not be a great move cause those system where only good for about 200-220 HP. They could have upgrade the 305 FI system but that is a lot of could haves.

If you have a stock tranny then you wold need some crazy gears to get 5500 RPMs @ 75 Mile per hour. I can push 75 MPH in 3nd gear with a 5 speed. Does the motor sound like is running extreamly hard. Most stock small bocks red or yellow line at 5500 RPMs.

Ok, another thought. You have an RS, which originally had TBI. Do you still have a TBI setup? Or what type of FI do you have? If the same TBI unit from the 305 was used on the 350, it's not big enough.
