does anyone know of a company that makes a 3" exhaust system for a camaro, from the y-pipe back with no cat?

No, they all require a Cat.

everyone makes a 3" cat back. if you dont want the cat, just get an 18" peice or so and put it in there

makes sense, i guess the hardest part is the over the axle pipe

Also installers will not put in any system without the Cat. So you are on your own with the installation.
