Default 1986 IROC Z28 - How to Determine Value and Where to Sell it?

Hello,
I am posting this thread for my brother, who is a professional mechanic but not at all computer-savvy. He purchased an '86 Chevy IROC Z28 Camaro as a project car. He installed a Tuneport V8 motor which has not yet been wired or plumbed. The car is complete with decent tires and gold-rimmed wheels. It needs new paint. The t-top has new seals. The interior is passable. He has decided that he doesn't want to invest any more money or time into the IROC so he plans to sell it as-is in non-running condition.

The car is located in south Washington state. My brother has no idea how much it is worth or how to go about selling it. A friend of his offered to give him $2000 for the motor. He is hesitant to sell the motor separately because he figures that the car might be worthless without the motor. Would anyone here be willing to offer some advice as to the best way to move forward with selling this car? How should he go about determining the asking price? What is the best site to post it for sale? If he sells it to someone out of the area, what precautions should he take to avoid getting scammed? I know that a local sale with payment in cash is the safest bet but is that the only safe way to sell a vehicle? Thanks in advance for any assistance.

What part of Washington ,east or west?
I'm in SW Washington,Portland,Oregon is the closest large city.
I'd put the car on craigslist and facebook marketplace.
Being it's an IROC it holds more value that a base 3rd gen but sounds like it needs a lot of TLC.
The motor is it a 5.0 (305) or 5.7 (350)? The 350 is much more desirable and was an option over the 305 in the IROC for 1986.
If the car came with the 5.7 it has a little more value than the 305 cars but if not the numbers matching original motor that hurts the value some.
A real nice clean good runner can bring $15K-$20K but a non running car needing paint etc. probably not much more than $2K to $3K unless you find someone that wants one bad and can't afford a runner.
There's a couple decent ones here in Seattle WA and Portland Oregon on craigslist right now for $6K and $7K both needing paint but running driving cars.

Glad to help,I drive through Vancouver every day going to work.
If I had time and a place for another project I'd be interested but I need another like I need another hole in my head and the wife would kill me. lol

Haha, wise choice. Extra cars aren't easy to hide from your wife, especially if you don't live on acreage. My brother isn't married but I'm sure his neighbors will thank him for getting rid of his project cars. He also has a '65 Dodge Dart station wagon. and an '87 Toyota truck. Fortunately, restoration of the Toyota has been completed so it is no longer a neighborhood eyesore.
