Default Roof Rust

I have a 70 camaro and i can see some surface rust on the inside of the roof panel. I want to sand it off but how do i get to that panel it looks like there is another panel which the headliner clips to that is blocking it? Can this second panel be removed?

That is the headliner board and yes it can be removed.

Is it just held in by screws? I dont really see how it comes off yet, but then again i dont have the sail panels off yet.

Get the sail pannels off and the roof rails off. Then it should slide foward or backwards.
