sandblasting my frame?

My car has a good deal of rust on the frame so i looked at the best option to sandblast my frame. and i was also wondering what the undercoating is?? help on this?

if its that black tar type stuff then its some after market undercoating, mine was the same way, probably "rusty jones" or something... either way that crap is a pain
