It is very possible to have a short in a wire, PO's can mess stuff up hardcore lol. Use a tester and keep following until you have some power. But what kind of fuel pump are you using? If its a manual pump it should pump gas if the motor turns over unless it's done.

PO = previous owner.
You may have fuel in the line but no pressure,so check the fuel pressure.
Why did you change the cap and rotor?
Your second post in this thread is confusing, what do you mean by the power at the wires connected to the cap?
How are you checking to see if there is power to the plugs?

I am the second owner my dad was the first

I changed them because I thought it was the cap and rotor

I used a meter to check if he cap Is getting power and it is but when the sparkplug wire is on their is no power reading on the meter

how will I be able to fix the carb problem cause I got gas in the line goin to the top of the carb where the fuel filter is but no gas is coming past that you think it's a cloged filer maybe dirt or something got in the line

Yes, on older cars the fuel tank might have debris inside. This will lodge in the lines, usually the filter pickes those up. If the filter isnt changed or is very old it could fail, causing small partacles to get into the carb, this is unlikely, but it could happen, so most carb makers put a filter in there as well. Anyways, I dont think its come to that, sounds like, from your description, the filter to be the problem.
As far as the spark - this is interesting because what you are describing could be done a number of ways.... I am imagining you are putting the neg probe to a ground and the positive to one of the spark plug wire holes and cranking the engine to get power to it. I have never been acused of having a great imagination so I might be way off on how you are describing it.
So, lets assume that the plugs are fine for now and get to the fuel filter.

I also checked the plug wire with out the plug in it and that's where I have no power is it possible that all wires went bad
