Yes, you need to remove all the interior door panels, then loosen the mounting bolts that adjust the widow glass at all locations. Then remove the stops from the tracks so the glass can be pulled out the top.
You need the window to be partway down to access the bolts that hold the glass into the tracks. You can look through the inner structure to see the bolts when they line up with openings. Be sure not to drop the glass when you remove the bolts! An extra hand holding the glass is very helpful!
Once it's unbolted you can wiggle it off the studs and pull it out the top. One the glass is out you can unbolt the roller assembly off the glass and install the new assembly. I hope your rollers fit better than mine did! I ended up having to put mine in my metal lathe and turn them down slightly as they were so tight I couldn't get them to fit my track after I installed them!

Other than trial and error, is there a reasonable method to adjusting the windows after replacing the rollers, my driver window flops around worse with the new rollers and clean tracks than what it did with the old rollers and you really have to watch when closing the doors, I'm afraid I'm going to break a window.
So finally my reall question, is it better to adjust the top inside guides with the window full up?
I replaced the felt and placed the brackets back in the same location, so what the heck am I missing???

Yes Damon is correct. The felts inside and out will keep the windows steady, and they can't do so by themselves. It's a royal pain to adjust the windows and there's no easy way to do it. If you need new felts, then those need to be installed on the door and interior panels before anything else happens.

I finally loosened all the adjustments up and carefully rolled the window into it's position, then with help from a friend who pushed in on the glass to get it into place on the weatherstripping I tightened all the adjustments and stops. That finally got them right and ended the problems of adjusting and readjusting.
