Exclamation A very odd electrical problem on a 1980 Camaro Berlinetta

I have a yellow 1980 Camaro Berlinetta with a 305 v8 power windows ac cruse control and delay wipers

For the the last month the voltage gauge has been reading almost nothing the oil lights on and the tachometer has been reading much higher rpms to the point of hitting it's limit.

iv replaced the gauge membrane alternator put a new battery ground wire on (made sure the small wire had a clean connection)

also cleaned 2 more ground wires on the engine bay fire wall.

I noticed if disconnect the plug to the cruse control relay the tachometer reads lower (still way to high)

fuel \ temp gauges still work lights work radio works brakes ect

not sure what's going on

help this is driving me nuts
