Default Throttle Kickdown Linkage

Okay so my camaro isn't shifting so I decided to adjust my kick down linkage. I unlock it and WOT the carb relock it. Now the question is should the linkage have some tension on it? It doesn't return after the throttle has been opened. Is there only tension when the car is running caused by vacuum. Idk i'm lost.

The cable is pulling on the detent valve in the trans. The valve is spring loaded and should pull the cable back when the cable is released. Sounds like the valve is stuck in the pulled out position, or the cable is kinked and stuck, which could explain why the trans isn't upshifting (valve stuck in downshift mode).
