Have you checked with a test light or meter?

well i haven't check the lighter for power. i dont have a test light but i have a multimeter. do i just use the body as a ground and then place the positive on the wires?

Yep, any clean (unpainted, non-rusty) metal on the body is ground.

well i cant find a clean metal surface in range of the multimeter to test the power going to the cigaratte lighter..but can i just cut the lighter adapter thing off and connect either the black or red wire to my ACC wire on my stereo?

you shouldnt do that, thats how this predicament started, with bad wiring, use your dmm and you should be able to reach your fuse box if you use the ground post on your battery, when you find a fuse with constant power, wire in a wire from that fuse to your acc on your radio, its that simple, if it doesn't work after that then you are beyond help.

ok i will try that..but i dont really see a fuse box near the battery..sorry im really a wiring newb lol

the back of your fuse box is to the right of and underneath your brake booster on the firewall. you should just be able to touch the negative to any bare metal under the hood and probe the fuse box with your positive.

if you aren't able to probe the back of your fuse box, go inside the car and do the same to the front of the fuse box with your positive on the fuses and your negative to a bare screw or something, the screws holding your door sill plate would probably be your best bet.

so the front of the fuse box is behind the cluster?
