Its prolly that its not a stock steering wheel and they didnt put it on right how is it loose? like the play on the wheel or back and forth? Just took out my steering wheel in my 80 maybe they didnt put in the horn part which would also make it loose, does the horn work?

There are alot of components in the steering. As 1980rscamaro said, whoever replaced the wheelmay havemissed something. When you hit your turn signal or hazard does it feel sloppy? Theres also a bearing with a very stiff spring and retainer "c" lock inside the column which is very hard to push inand set right. It is possiblethe person gave up trying to align it correctly, or maybe you have some stripped splines in the wheel or shaft. Have you checked the power steering unit? It may be worn out inside causing it to slip also.
