Serious brake problems.

Serious brake problems.
I'm trying to get my Camaro back on its feet for the summer. It's drivable now but it has some serious brake problems, which has caused me to get in an accident once already. When I step on the pedal it has almost no pressure behind it. It's not a squishy feeling like air in the lines, just a lack of pressure. I've had the master cylinder replaced and even tried some bull**** proportioning valve which haven't done a thing, 300 bucks I'll never get back. I've also replaced the power break booster which helped a bit but it's still seriously lacking. My next step before I replace the calipers, drums, and lines is to try one of the vacuum capacity tanks. When I bought the car it already had a somewhat aggressive cam so I'm wondering if that might be affecting my vacuum pressure enough to mess with my brakes. Now while the cam isn't a drag cam it's definitely has a bit of a lope to it. After this summer is up I'm off to the military so I would really like to get this solved for this up coming summer. Any advice will be greatly appreciated. Also as for my skill level under the hood, I am capable but not a mechanic just so you know.

When you pop the cap off the master cylinder, does the rubber gasket get sucked down in the fluid? That would indicate a problem in the hydrolic system. I would also recomend a vacuum pump instead of a canister.

Forgot to mention what type of car it is. Its a 1978 Camaro Z28. There's no ABS system, I didn't think they even had an ABS system on any of the 2nd generation Camaros.
