You should really just take it to a mechanic. I re-read the entire post and it issues don't make any sense. You are sure you are on manifold vacuum but it goes up after you raise the RPM? Somewhere the information is getting messed up. You should beable to take it to any mechanic. I would be suprise if it took 30 minutes to figure it out. Vacuum problems are like brakes they are standard across the board it really does not matter whos name tag is on the fender.
Oh and stop use brake cleaner to check for vacuum leaks. It lights very easy, one thing you don't want to put somthing in you motor with that low of a flash point. You can damage the engine due to preignition and you will most likely burn down your garage. Get some choke cleaner.

I work at a ford dealership in the shop, but im new at this. and the techs... Most of the things ive asked for help with in the past they have given me the wrong answers, Maybe its because they don't care or because its not their vehicle. but either way, most of the problems this car has ive solved, but its just this one that is beating me.
