Register 1970 in CA

Hey All,
I'm looking at purchasing a '70 RS from a person in NY and bringing it to CA.
I called DMV to determine exact requirements to register, and they are telling me that the car needs a "US Emissions Standards" sticker visible. I told them that there was no such standards in 1970, to which they replied that I would need a letter from the manufacturer stating that the car was built to US Emissions Standards (again, of which there was none in 1970).
Regardless, I sent an email to Chevy to see if they could provide such a letter, but no response yet.
Has anyone had any experience with this requirement, and if so how did you go about meeting this absurd requirement?
