random noise

ok so im getting this noise when i turn my 79's key onto the on position before i start it up, i believe its the fan turning on but its supposes to be off but im thinking its the fan blower motor cause whether its on, off, or on high or low or A/C nothing happens so im assuming the control box isnt hooked up or isnt hooked up right, and i just took the a/c unit off since the thing weighs like 50 lbs. and it didnt work anyway any help or opinions would be greatly appreciated thanx.

Most Chev cars are wired to bring the fan on in low speed, unless the controls are all pushed to the off position. My Camaro's fan control is not set up for an off position. The lowest setting is low speed, and unless the controls are all the way to the left on mine, the fan will run in low speed with the key on.
Your's should be the same way. If you look closely at the slide controls you'll see that one says "off" when it's all the way left position. Push it over and see if the noise stops.
