I'd agree that building a 383 is the same as building a 350, if they both need the same new parts. But if the 350 can reuse the crank and rotating assembly by simply having them turned and trued, the 350 is much cheaper to build.
The spendy part is the crank, rods and pistons. Everything else is equal for whatever smallblock you build.
