Didn't the 80ish Z28's have a cowl-style hood with flapper at the back, facing the driver, that would open when the gas pedal was pressed to the floor?

Yes, that is correct. Most people don't think of them as a "cowl hood", but they were a factory addition to the hood that had a cowl opening flapper.

Yeah I remember driving a friends Z28 back in the 80's and seeing that flapper open everytime I mashed the skinny pedal. Makes it really hard to drive slow!
