Spend a little extra and get a digital meter. There give a more exact reading plus it will show a - (dash for a negative sign) if the leads are not pos to pos and neg to neg.

 

You don't have to remove the starter to get to the fusible links. If you have to replace them, it is easier with the starter out. I just went through this with my 81 Z because the previous owner did a hack job on the wiring. Do some research on your year and model because some had 2 links and some had 1. Electrical gremlins are a pain in the *** but be patient and you'll figure it out. Good luck.

 

You don't have to pull the starter, but it will be easier to not only see, but repair the fuseable links if you get the starter out of the way. Trying to repair the wiring while working around the starter and exhausts will be a pain.
Be sure to pull the battery cables off before messing with any of it!
