No, the drill is for makinf holes for the rivets to go through. To run the handle screw just put it in the hole and the screw should cut its way through the sheet metal and presto, you got a hole it the exact right spot.

You're actually going to put a thin metal plate behind the hole that is pop rivetted into place. Then put the strap in place and drill a much smaller pilot hole for the sheetmetal screw to go in the new plate. You probably wont be able to just drive a screw through the new plate without at least a starter hole first.

what i was talking about is the actual screw hole
instead of covering it with a piece of sheet metal then running the screw into the metal
i drilled the screw hole itself bigger and put the plastic insert in and threaded the screw into that

that seems like an easy fix, but the riveting sounds like the way to go about it if you have the resources. Thanks guys, i think ill try the insert first, just because it sounds like the easiest and quickest way. and if that doesnt work, or when that stops working, ill go for the riveting.

oh and i found a pretty interesting way to find an oil leak while doing a little online research. I figured since most, if not all, of you posted on my previous post i'd just let you know here. There is a motor oil dye that you mix in with the oil. After a couple days get under your car with a black light and search around for the glow, since the dye is UV. I thought that was a really cool/no guess way to go about it.
