It was removed during the resto...I have pics of them being removed, bodywork done, and replaced... cause its illegal in canada to even remove for one second... and the VIN I ran, and that code I ran match 100%

It's illegal here too in the U.S. But it doesn't mean people don't take them off, as in your case. For a resto, I wouldn't want to work around the tag instead of removing it either. Good thing they did document that with pics too. Otherwise, it can make it harder to support the integrity of the tag.
