Buying a Second Gen! selling mine!

Yes, cash talks, but sometimes people are so far off that it's just not possible for two sides to come together. When somebody is way too high I generally walk away without even making an offer.

Yeah,i have definitely seen that situation a few times.I think some people try with a high price though,in hopes that they will at least get half of the asking price after negotiating,so normally i'd give it a try unless they say right off that they wont come down on it.When i bought my car earlier this year, the guy was pretty set on $4,000 but i offered $3k anyway and he didn't even try and make a counter offer,he just blew me off, then a few weeks later he finally got back to me and said he would do $3,200 so i figure it's normally worth a shot, worst case is he wont take your offer.

Well I would definitely go for a 25% off offer, but offering $3,000 when he's asking $4,000 is not a problem. Offering $4,000 when somebody is at $8,000 is a whole 'nother ballgame. And then there's the question of whether it's even a good buy at $4k, or just a fair price.
All that is usually why I'll walk away when it's so far out of line on the price. Sometimes they take your offer, and then you realise you got it for half price, and that wasn't a bargain either!

Yeah, I'm looking into a 76 vette, it has the original L48, I know it's the lower hp motor, but an L82 would be quite a price difference- at least with the 4 speed tranny. Although, the L48 has never been rebuilt, is this a problem per-say? I don't know how long these motors were made to last; it has around 100k on it...

100k miles is getting near it's life span on original motor. Some don't make it that far, but I'd guess it wont be long before it needs a rebuild. Might ask if they'll let you take it to a mechanic prior to any deal being done.
