How long have you owned it?
Have you taken the wheels off yet and looked at all four?
I would start with doing a really good bleed of all four wheels.
If you can't lock them up then you have a big problem and seeing that the brakes have been like this since you purchased it you need to check everything. That should include trying to see if it's the correct master cylinder for your vehicle.
Someone telling you they are "new" and them being new are two very different things. That and someone who only tosses on the cheapest pads they can get after going metal to metal and calling that new or putting good parts in wrong.
Disconnect the brake pedal from the plunger and make sure the pedal will physically go all the way to the floor.
Then you should answer all the questions as we still don't know if it has power brakes, antilocks and if it's disc drum.
There shouldn't be anything special or unusual that would be special to your Camaro.
From "here" it kind of sounds like a bad booster and air in the system. You need to put a quart or two of fluid through the system. Let us know if you did get any air out and how the pedal feels after it's bleed.

Need to know some particulars about your brakes. Are they power assist, or manual? If they aren't power assist, then it will take a lot more pressure to stop. If the pads and shoes are worn down it might also just be a case of needing new pads and shoes, plus turning the rotors or drums if needed.
My Camaro came with manual master cyl. and always took a lot to stop, so I converted it to power assist. I'd start by determining what you have, and then seethe condition of the entire brake system before proceeding.

I've got the same, but with 3.42 gears and I run 90 weight gear oil. Nothing special needed with the Power Trax locker, like one might need with a posi that has clutches.
