Fuel Gauge

1967 camaro my fuel gauge reads 3 o'clock position all the time does any one have any troubleshoting experiece with this one I have read alot of past posts been have not seen a good answer. please help.

I always check the ground down at the tank. Mine would always give funky readings until I snded the connection down to get a good ground.
