Why make it an RS if its an SS already? Or do you just want the lights?

To answer your question, yes you can. You can buy the tabs that the RS headlight buckets bolt to, and weld or rivet them to your fenders. You'll also need to drill a big hole on both sides in the front area of the inner fender for the bell crank to clear. Then it's up to you if you want to make it work like factory, which is vacuum operated, or what. You can also buy an electric conversion for the headlight doors. The easiest way to convert it over is to buy the complete conversion kit from places like Classic Industries, which includes everything to make a factory install. It costs about a grand for the kit though.

You do not want to go from a SS to and RS you want to go from a SS to a RS/SS. The RS is just a apearance package the SS is a performance package. Do the research and get the Badges right. A clone that is setup right will be worth more then one that is not.
