VIN decode help.. new to site
Names Kris, im 22 and have had the dream of owning and restoring a Camaro ever since I saw one for the first time about 7 years ago. I recently came across this 69' SS Camaro, X55 model which is a 350 4spd car.. I just phoned the owner and he bought the car for his son, who has lost interest in finishing it and is now selling it for $4500CDN.

All the VIN will tell you is if it's an 8 or 6 cylinder car. It's an 8 (3rd digit is a 4, a 3 would have meant it was a 6 cyl. car).
The trim tag will tell more, part of which the seller says it's an X55 code, which is an SS car: 1969 Camaro Trim Tag Information
"has the usual rusted areas, needs tons of work". The "usual" rust areas are: the whole rear quarter panels, lower front fenders, floors, trunk floor, lower door edges, front cowl, below the rear window, rear frame rails.
It has no engine or trans (kinda important stuff to have for making the SS car an SS).
So basically, it sounds and looks like a rusted out shell of a car. A bit high priced in my estimation, for a possible "parts car". Then again, I don't know what prices your area demands. Just be aware that car is going to drain you financially and time wise by the time it's restored correctly. But hey, take a look at it and see. Maybe the ad makes it sound worse than it is....maybe! And if after that, you still want it, hit the guy with a low-ball offer.

The car needs new rear frame rails, trunk floor, and possibly one quarter panel, and has good cowl, floors and fenders, so not as bad as some of the cars i have seen on here or locally. The market for these in my area is quite expensive, it is Canada and for $5000 I could find something alot nicer down in the states than up here. I will definetly try to get the car for less and totally agree with you on the fact that its not an SS unless it has the correct motor and transmission. Everything else is there except motor, transmission, wiring, carpet, rear seats, and kicker panels. Im waiting on more detailed and better quality pictures from the owner, and when I recieve them I will post them for a better look.
If it checks out according to the tag, it is/was/used to be an SS car. That still does make it worth a little more than if it was a plane-jane car.
And, if you can restore it well and use the right 350 (period correct), it'll be the next best thing to having a numbers matching car.
