Motor preference
Ok folks, I have a 67 Camaro and it has a 327 with the Edelbrock upper kit that says it has just over 400 HP. My dad and I are wanting to go much bigger. we want about 700 HP without having to cut a hole in the hood. We just want to burn the rubber and cruise. This car is a childhood dream for him and now he has the means. So your guys opinion on which motor and what done to it to get close to 700 HP would be appreciated.

If you just want to burn rubber and cruise 700hp might be more than you need, just sayn'.
Trying to make that much power is going to require every single drive train part be replaced besides the engine so there's also that to consider.
Virtually everything but the body will need to be replaced and upgraded. The suspension will be inadequate,body will need to be sub-framed, etc. etc.
Good brakes alone with be at least a couple grand and you want good stoppers with that much power.
Fitting a big block making that much power will be hard to fit under the hood, impossible with a carbed set up probably.
So that said if you have $100K to build a 700hp first gen car I'd go turbocharged LSX conversion. Small block and big inches,6.0 litre engines are easy to come by and a a bit less money to build perhaps than buying a new LSX 427 but that 650hp 427 from a new Vette or Camaro would be a good option if you found a wreck for a donor.

Another thing about going with an LSX is it can be a much better driver for cruising,700hp race engines are not real street friendly but the 650hp LSX in the new Camaros and Corvettes is fairly docile until that blower kicks in. You wouldn't be fighting a real lumpy cam and you could get decent gas mileage as well.
For the imagined power, you will have to strengthen the body preventing twisting.

Just my opinion. Budget is key.
700hp in a street car is insane. Your street tires are not going to hook, your Camaros unibody can not handle if it did and if you got it working right you could not race it at a drag race with out a cage/fire suit/NHRA license ect. You will also need a trans and rear and rear mounting that will handle that level of power.
But after saying that. The 700hp mark is also a huge price jump on turn key systems. You should definitely be looking at an LS engine. They are lighter then your current small block and as strong or stronger then a semi built big block.
The LS3 is the standard in crate engine. With 625hp and nice drivability it is an awesome bolt in package. Also the engine has tons of room to grow. The stock LS3 bottom end is good to about 1000hp some will argue they have had stock LS3s at 1100 hp for multiple seasons. 250hp Shots of NO2 are fairly common. Super charger and turbo charge addons are also common. A super charged crate LS3 with 750-800 HP will set you back 20k while a 625 HP NA engine is under 10k.
This is a long block. You are going to need about 3k worth of new parts to make this work. Since the LS3 is a GM engine you could buy everything used parts need to make it run, you would also need LS to SB conversion motor mounts. Anything you build with fuel injection will need tuned so you either want to go with a self tuning system or find a tuner and have him look at your list of parts. You want his buy in that the parts you are getting he is ok with.

If you are just looking to fry street tires there are a lot of budget friendly ways to hit 500+ hp. A standard junk yard truck 6.0 or a 3rd gen big block 8100 with the proper aftermarket parts will fry any street tire on the market.
