Low voltage output - battery not charging

Default Low voltage output - battery not charging

69 Camaro, 350, TH350. Alternator only putting out 12.21 volts when running. At startup puts out around 14 but only for 4 or 5 seconds. If I don't have it on a trickle charger, half the time I have to jump it. Battery tested good. New voltage regulator. New alternator. Checked all connections and grounds with volt meter I know old time voltage regulators were adjustable but not newer ones. Good or bad idea to try to tweak the points on the voltage regulator? Any other suggestions. Appreciate any help.

Ensure new regulator has the ground strap about one mounting rubber shock. VR chassis has to be grounded.
Use ohmmeter function of multimeter and check for less than 1 ohm between VR chassis and alternator case.
Swap in an electronic regulator and transfer the cover keeping original look.

Thanks very much. I'll look at those issues.. Any recommendations on an electronic regulator?
