Gen 1 convertible top info needed

I am replacing a leaking power top cylinder on my 67. I have the new cylinder installed BUT I can't extend the rod to attach it to my top frame. Before I installed it I pulled the rod out with some difficulty but it would recede back into the cylinder. Is this normal?
So I figured I'd put the cylinder in and pull out the rod after. NO WAY. I tried a hooked wire but that didn"t work. So my thinking is to hook up the lines, fill the motor with trans fluid, and try to activate the cylinder with the power switch. Will this work by pushing the rod up so I can attach it to the top frame?
Appreciate any words of wisdom from those more experienced than myself.
