Otherwise, a panel fits onto it as it covers up screws, etc. You will need the plastic rail across the top for top of panel to attach, then bottom of panel attaches with four screws , to of them are ashtray screws. You will have to detach gauge set for install.
Check Classic Camaro, National Parts depot, and Rick's Camaro's for panel. Good luck.

From the looks of ashtray, it's wrinkle black, and you might have to use a '67 panel, unless you want wood-grained, then a w/grained ashtray would be needed.
Radio face plate goes on last after panel install and panel may need trimming since its not an OE radio.
