Default convertible boot installatrion

Can someone give me an idea on how to make some kind of boot top fastner
to keep my boot from lifting up while driving with the top down.
I did notice that there are 2 sleeves on the bottom of the boot, what are they used for??? weights of some kind??

Ps. Besides the 2 snaps on each side down by the rear arm rest

Help

Ted
