Default Brake Light Issues

I'm sure this has been answered here before, but I didn't see a direct answer to my question. I have a 69 Camaro that is now having brake light/hazard light issues. The turn signals work fine as well as the parking lights. Here is my question - on the brake light switch there are two wires - one is orange and one is white. Is the orange wire supposed to have 12V? I know the white wire goes back up the steering column. Just as an FYI my hazard light switch was broken so I just replaced the turn signal switch assembly in the steering column, but unfortunately it is the same result. If the orange wire is supposed to have power, is it switched or constant?

I did order a wiring diagram for the car, but I thought I would ask this group for thoughts while I am waiting to see if there are any tips/tricks from people who have undoubtedly already dealt with similar issues.

Thanks for the help!
Brian
