'67 - driver's side wiper won't work
I know sometimes there is a little bolt that keeps it on the 'thingy' that turns it, but on my 67 the wiper arms come up through a cowl and I can't get to anything...there are 4 little screws that hold the cowl down and I took two out, but then realized that the wiper arms actually come thru it in little holes so i didn't know that I could move the cowl even if it's unscrewed...
Any suggestions?

Yeah, the wiper arms need to come off their post to go any further.
There is a small metal "tab" that prevents the arm from working it's way off it's respective post. It can be seen at the base of the wiper arm (under side). That tab needs to be pulled away from the post as you lift the wiper arm off the post.
It is not easy to get the wipers off as it does have a spring load. You may need to pull the actual wiper up (away from the windshield) as you pull the wiper based up from it's post.
There is a tool for removing these arms...but I have never used or seen one.
If all else fails, take it to a body shop. They usually have a fair bit of experience with these types of wipers and may even have the right tool.
