Three on the tree is the standard for three speeds. To get it on the floor was an option. So in 1968 3 on the tree was not rare. They are a pain to keep them working right and it is easier to cut a hole in the floor and install an aftermarket shifter so today they are pretty rare. So it is rare the same way no power steering and no power brakes is rare. No one has fixed it yet.
