I would consult with the MDV and see what your requirements are of a 1984 camaro to pass emissions, both physical and chemical. From there you can figure out what you can do to acheive those results. Ex. non-aggressive cam, restrictive heads, dual cats, air pump, timing......

Lots of aftermarket stuff allready C.A.R.B. Certified that you can use like headers, manifolds and carberators. long as all the emission stuff is there and car runs clean you should'nt have a problem. don't tell them it is a bigger motor.

so if a put a 350 in and bolt all the emission stuff on and make sure everything else i do is C.A.R.B. certified. i should still pass? that is as long as they dont know its a 350.
