Default Rust Aid

I ws checking out the wheel wells for the first real time today, two are perfect, one has a few spots of missing paint and some minor surface rust, now the other driver side rear well has a few holes spread out.
Now the other spot where there is rust/holes in just directly below the bumper and license plate.
Is there a safe fix job on those spots, with or without bondo?
The rest of the body is in very good shape overall, it even has the original red paint.

scotch pads are pretty good about removing surface rust. I have never used them around paint though just chrome mostly

wier wheel grinder and a sanding pad then buy a gallon of por 15 heres the site http://www.por15store.com/index.html and i will tell u this right now do not DO NOT GET THIS WHERE U DONT WANT IT BECAUSE U WILL NOT BE ABLES TO GET THIS OFF THIS IS LIKE AN APOIE AND TAKES THE MOISTER OUT OF THE AIR TO DRY THER FOR WHEN U OPEN THE CAN U MUST U MUST USE IT NOW
