Unhappy 95 lt1 wont start

I've got a 95 thtat wont start. It all started in june. Th ignition was getting stuck and not going all th way in to off position. I got frustrated and forced it back. Had no problems for abt a month, and then th starter went out, I replaced it and a week later it went out again. So I replaced it again. Its all good for abt a week and it just doednt start. Period. We tried to push start it, nothing. So we just had it towed home. A friend of mine had th same problem said it was th ignition. Well my boyfriend ended up loosing my keys. So now not only do I have to replace th ignition I have to get all th keys made for it. I get th locksmith out to my house he changes th ignition goes to do th key snd tells me tht he can't cuz th ecm needs to be replaced. I'm at my wits end with this. I read on here tht u could by pass th vats system by running a wire from th starter relay to th ignition wire, but I cannot find th starter relay! Can someone please help me. I have a kick *** car and I can't drive it.

http://shbox.com/1/vats_bypass.jpg That's the link for correctly bypassing VATS. Also, bookmark that site, it has a lot of helpful information on it you will most likely need in the future.
