I live in MN (where EVERYTHING RUSTS!!!) and a friend has a real 79 Z28 for $900. Rusty floors, but has a built 350 and TH350. Needs a couple of patches in the doors and fenders, but I got a guy who owes a couple favors and can put them in cheap. Has PW, Cruise, air,and T-roof. Has the stock wheels (like the 82 Vette) and all spoilers. Wouldn't take much to get running. Is this a good deal?

Depends, on the surface it seems like a good deal. If your buddy can patch the rust up and you take care of the rust you havent seen yet (ohh its there) then you will have a nice car for a nice price. Heck, if the mill is in really good shape (very low miles) it might be worth it by itself.
