Just got a 94 z28 and i don't even know where to start lol.

It has a sawed off stock exhaust. It was cut off on the right passenger side before the muffler. Do i need the muffler to pass smog? Should i get a whole new exhaust system? I need to pass smog to register the car

I have some staggered zr1s with drag racing tires in the back, gotta get some all weather ones. Im also missing 2 wheel studs on one of the the back wheels and a lug nuts is missing on every wheel.

Im kind of lost with everything that i need to do. I have a buddy who is a mechanic for Mercedes-Benz but i've never worked on cars myself at all, so i'm kind of just diving in head first.

What should be my priority? registration or doing the wheels for safety?

Just curious on the advice i get.
