The first thing you need to do is figure out what your shopping for (a camaro) and decide what you're able to pay and how you're going to pay it. Do you have a couple thousand saved up? Is a parent going to chip in? Is a parent buying the whole thing? Are you going to take out a loan? Is a parent going to carry the loan but you'll pay the parent? Figure out what amount of money you'd be eligible to get a loan for. If you have parents with good credit, you might let them carry the loan (they'll get better interest rates than you) and pay them back every month. A parent could also cosign on a loan that you get yourself (would help rates and loan amounts).
I'd recommend going to autotrader.com, cars.com, and ebay and looking at camaro prices. Ebay just launched their new ebay motors site, so you can search for 4th gens specifically. Try to get a feel for the correlation between mileage, condition, and price. You might find that you have to sacrifice good condition for a lower price (the car might have a few dings on it). Or, you might decide you can only afford one with 100k-150k miles to be in the price range you want (but expect more maintance costs in this mileage range). You might discover that you'll have to pay more than you intended to get what you want, but don't dig yourself into a financial hole you can't get yourself out of.
Personally, I'm a nut when it comes to low mileage. I love to see low mileage cars. I think that buying a low mileage used car is the best financial decision when buying a car. Buying a new car sucks... The car takes a massive hit of depreciation the second you drive it off the lot, you ahve to haggle with new car salesmen, fees, financing for a large amount of money, and the lender will probably force you to carry full coverage insurance on it. If you buy a used car with 10k-40k miles on it, you're basically getting a new car but someone else has already taken on the massive deprecation and hassle for you - they'll take a pretty big loss when they sell it to you, and their loss is your gain.
My camaro had 24k miles on it when I bought it (has 30k now). This is pretty rare for a 12 year old car, but I held out until the right deal came along. You have to be willing to hold out for the right deal. But shop aggressively - look, ask, look, ask, look, and ask. Be willing to drive farther distances to get what you want. Stop and talk to salesmen and private party sellers to get a feel for negotiating (even if you really don't want the car).
You might even see if you can schedule a time to take a used car that your interested in to a mechanic to have him check it out. This would be wise, but I haven't done this myself. I think it would be pretty difficult to make everything work out time-wise with the used car people and the mechanic (you can rarely just drop in and ask for something at car shops). But you really need to make sure the car is mechanically sound before buy it. Look underneath it and see if it is dripping any fluids. ALWAYS DRIVE A CAR BEFORE YOU BUY IT. Make sure the transmission shifts smoothly and doesn't slip, make sure the steering doesn't wobble or pull left or right, make sure you don't feel any odd vibrations fromt he engine or knocking sounds, check the oil and see if it's been maintained, ask for maintence records, check the tire tread. Oh, and you should always get a carfax report. Sometimes the seller
Sounds like you need a little LS1 in your life.
350 BHP
380 TRQ
0-60 in about 5 seconds
and runs a low 13 second 1/4 mile all day
One in good condition can be found for about $8K if your lucky.
Or you can settle for somthing alittle less and get the 3800, same body style & eveyrthing but, does 0-60 in a little over 7 seconds & runs a high 15 second 1/4 mile. With mods they can become very fast. When stock, their not the fastest thing in the world, but you can have alot of fun with them.
