Actually, up to 93 the PCMs were OBD-1 with replaceable MEMCAL chips. The 94s & 95s are sort of in-between, using OBD-1 PCMs that can be reprogrammed. The 96 and later use OBD-2 PCMs which are also reprogrammable. The ones with replaceable chips you need to remove the chip and reprogram it with a chip burner and a PC. The later ones, can be reprogrammed from the ALDL diagnostic port, using a PC with the proper software.

If you can find a shop that does it you can get your car tuned while on a dyno. If you need a chip there are some shop who can burn you a chip with the best set up from the dyno.

The PCM is the power control module and it controls the spark timing and fuel delivery to the engine, among other things. OBD-1 means On Board Diagnostic, version 1. It is how the computer (PCM) controls the engine, processes and displays troubles.
The PCM is set up by the factory to handle the engine it was programmed for. If you modify the engine, it will need more or less fuel, and more or less spark advance than the stock engine it came with. Tuning the PCM will provide the proper parameters to handle your mods, and get the best performance out of the engine.
