An engine needs a rebuild when it is worn out. A properly maintained LT1 can go for 200K miles without a rebuild. During a rebuild all worn parts are replaced or refurbished. This includes just about every moving part plus the engine block and heads. You can get the job done locally or order from a rebuilder. If you want to return the engine to factory speck, you can always order a Goodwrench engine. But you need to shop around, prices are all over the place
