owners manual found in the manuals section. Camaro Owner Manuals in PDF format on Chevy Camaro
if not there check the factory service for the 94 here, My Files i think the 95 is closer to the 94 than the 96.

Sorry I do not have firsthand knowledge of the 4th gens but I have owned/restored several rag tops over the years. The adjustment you are talking about is considered normal maintenance. Convertible tops shrink over time (Black is the worst for it). On most cars the hook itself turns in and out for this adjustment. Even when they latch they can be too tight, they will bend the clips and tear the receivers and believe it or not they can affect your door alignment if they are too tight.
Once you run out of adjustment or the front weather-strip will not seal because of the shrinking canvas your top is done for. Most of the time they rip out back by the rear window because people do not adjustment them as they should.
This is one of the main reason pros do not like “fix” tops. Sure it looks like a little repair but it is like plugging a hole in a tire with dry rot. The reason for the tear is the reason they do not want to fix it not the tear itself.

I had a 96 convertible, and if anything the latching mechanism would get looser due to compressed seals. My top was the better cloth type though, not the cheapo shrinking canvas. You didn't say whether your problem was with the top header bar not coming all the way forward, or if it is just a tight latch/short reach issue. Maybe you can elaborate on that.

thanks guys it is a new top completely OEM the latch "hook" pops out of the hole in the header plate on the drivers side (the passenger side it seals great) here's what i am mainly looking for (how to adjust the frame/linkage what ever it is called to let the drivers side latch I have been given info to leave it in the sun? put some weight on it to stretch it etc I am more of a mechnical type adjustment fella...

With a new top, putting the car out in the hot sun with it latched is the first thing you want to do before worrying about fitment. The heat helps to stretch the top where it's tight, and shrink up slight wrinkles. Let it bake for a day, then see what you get.
