Default 1997 Z-28 po400 egr code

I keep getting the po400 code, I have checked the vacuum hoses, cleaned & checked the egr valve and checked the egr valve solenoid. From the reading that I have done I have learned that if you don't have enough exhaust backpressure it can through this code. The car has the cats removed but I did that two years with no problem untill recently. Any ideas ?
