How do you know the engine produced 480HP? If the engine was dynoed at 480HP I would think t was tuned by the operator. The ECU never shuts off the engine as this would be dangerous, however there is a speed limiter feature in the ECU that limits top speed to a safe level, depending on how the car was originally optioned.

The PCM (powertrain control module) contains the program that tells the motor how to run. To get to 480HP you would have to alter that program. A stock PCM would not support that much HP. After you have modified your motor the program would need changed to support those changes. You need to edit the program its not a mdule. Most of the time when the program is changed to support the redesigned motor you have the speed limiting part of the program removed.
Go check out HPtunes website, they sell the software that will allow the program to be edited on a lap top. Unless you are an expert on tuning car the software will do you little good but it is noce to know how it works.
Just a FYI: ECU (Engine Control Unit) is from before the computer controled the transmission. They switched to PCMs in Camaros in 1994.
