Default Do I still need Cat. Converters?

I have an 81' Z28 and I want to put on a new exhaust but do I still need the Cat. Converters? I live in PA and it's not a daily driver by any means, but i'd like to get rid of those damn things if I can. Anyone know what the laws are on having to keep them?

If your car doesn't have to get inspected or emissions tested, then you don't need to keep the cat.
