Can't recall if it has the same style of module as the GM trucks but that could be a cause. It is also called a "delay board".
Otherwise, there are failures with the "arm" that is on the gear that the wiper transmission rides on, this clicks and sends it to park, if it gets bent some it won't allow them to park at the bottom.
Go to the wiper motor first and look to see if the cover comes off and with it the delay board/module. that would be a first guess without seeing specifically what they are or aren't doing.

Hey, I have a 97 RS with the same problem, I have to pull the fuse when the wiper is down to get it to stay down. Did you have any luck getting this fixed? Let me know and if not and if I find something out I will let you know.
